Glenna ShelbyGlenna Shelby joined SDS Group in 1994. An attorney with more than 25 years in or around Indiana state government, her public service spans 16 years in 3 state agencies, including 9 years as Deputy Revenue Commissioner.

She served as Director of Community Relations for Indiana University-Purdue University Indianapolis for 4 years. Before that she was a lobbyist for the parent company of Blue Cross and Blue Shield of Indiana. Earlier she was the State House Reporter for an Indianapolis TV station.

Glenna has a JD and an MBA from Indiana University.

Ron BreymierRonald L. Breymier [Ron] joined SDS Group in 1998. Ron has over 20 years of government related experience. He spent 6 years as a business consultant and corporate relations specialist, dealing with state, federal, and foreign governments.

Prior to that he served 5 years as Executive Vice President of the Indiana Manufactured Housing Association/ Recreational Vehicle Council with responsibility for government relations. Ron served 6 years as State Director to a United States Senator and 7 years on the staff of the Indiana House of Representatives.

His MPA and BS are from Ball State University.

Matthew BraseMatthew Brase's accomplished work with state, local, and other government officials led him to join SDS as a Government Affairs Associate in 2008. Matthew has over 20 years of experience with state and local governments.

He served as Director of Government Affairs for the Indiana Association Of Cities and Towns for 10 years. His prior experience was in state government as a Legislative Liaison with the Indiana State Department of Health for 4 years and Deputy Clerk for the Indiana House of Representatives for almost 8 years.

Matthew attended Indiana University-Purdue University at Indianapolis.

Rhonda Cook is a lawyer and lobbyist who has spent nearly 30 years working with Indiana state and local governments.  Previously, Rhonda worked for the Indiana Association of Cities and Towns, now doing business as “Aim,” as well as the Association of Indiana Counties.  She has experience with local government taxation matters, policy making and community development and served as Vice President and Counsel of the Indiana Economic Development Corporation (IEDC) in the Daniels’ administration.  In addition to representing local governments, Rhonda previously worked as a contract lobbyist representing a range of clients including the Indiana Association of Health Plans. 


Rhonda’s strengths are communication, writing, developing legislation and seeking practical policy approaches to problem solving.  She earned a B.A. in journalism and J.D. from Indiana University.  She studied at the University of Notre Dame Law School’s London campus.  She earned an M.P.A. in public administration from Ball State University.  Rhonda grew up on a farm in rural Hancock County.  She is active in her church, 4-H, local community organizations and local political campaigns.
